Windows User Account Control is disabled, which would allow malicious programs to make unauthorized changes to your operating system settings.

Enable Windows User Account Control (Start > type 'Security and maintenance' until you see this option > click the option > Change User Account Control settings > select the second highest or highest level > OK > Yes).
